Lately, there was a confusion in the US armed forces' camp in Pazy of Kyungki province. "A bomb was placed in camp, that will explode in a couple of hours." Someone called to a US force. The US soldiers start to take shelter immediately. "When US armed forces train, they usually blow a siren. But they moved to somewhere in silence, and no US soldiers was to be seen in the street." explains a merchant around the US army camp. Korean soldiers and civilian in Pazy didn't know anything about the bomb, until the US soldiers took shelter safely. If the bomb exploded at that time, many Korean soldiers and civilian would be disappeared with the bomb. The US soldiers station for the security of Korean civilian. Is it true?
America insists that the US armed forces station to keep the security and peace of Korean Peninsula. Now 37,000 soldiers station in Korea. The US army camps have a floor space of 80 million pyong(a unit of area) for free. Korean government supports US armed forces with $0.4 billion every year. The US troops in Korea receive favors like this. Then, what brings the US armed forces to Korea?
First, crimes by the US army is continuing, the number of victims increases every year. Maybe you know 'the murder case ;Jo jung-pil'. In this case, the criminal(US soldier) was sentenced to death in the first trial. but he got a verdict of not guilty in a year. If the murder was Korean, he might have been sentenced to death. But his status as a US soldier saved his life.
For 50 years after independence, the crimes committed by the U.S. soldiers, in an averag of 2,000 cases a year, are not punished properly. The Korean government is supposed to hand its jurisdiction over the U.S. servicemen and their families to the U.S. Army if the U.S. requests. Since the establishment of SOFA in 1967, the cases in which ROK claimed jurisdiction over the U.S. servicemen remain only 2%. Compared with other countries ; NATO 52%, Japan 32% and Philippines 21%, America can exercise extraterritoriality in Korea.
Second, Korean government never inspect the environmental status in US forces' camp because of military installations. The US army dump several chemicals in the sea, river and mountains in Korea. Though the circumstances around US forces is sickening, Korean government cannot regulate the pollution in the US forces' camp as there's no law about circumstances in SOFA. Our environments is desolating.
Third, as you know, South Korea can't exercise military right independently because the US armed forces hold a right to command in war. It means when a war breaks in Korea, our destiny is up to America, the US armed forces.
By supporting the US armed forces, Korea have lost many things instead of
gaining. Some Korean including president Kim Dae-Jung, however, insist that the US armed forces must station in Korea. They say,"US soldiers can prevent North Korea from bring about war in Korean Peninsula. The US armed forces keep peace and help reunification in Korean Peninsula." But America takes advantage of this divided Korean Peninsula. America needs South Korea as a region to controll China and Russia. It is a pity that Korea doesn't need America any longer. Korea doesn't want to lose anything by the US armed forces.
