An action body for "Freedom of Information" in the PSPD initiated "one-man demonstration" to promote transparency of the government's administrative affairs. The body held a press conference on 21 July 2001 and presented its analysis on transparency of the high-level official meetings of every executive branch. The body presented through media that among 225 high-level official meetings including the National Council meetings had no voice-recording and only 7 meetings had the minutes.

"This is an obvious violation of the law on the state documents, which regulates to record all the process of official affairs. Making minutes of the meetings and opening them to the public not only are vital to secure transparency of the government administration but also are a duty for the next generation. Furthermore, we cannot reach democracy without freedom of information " the body criticized.

The PSPD and its action bodies pointed out the lack of transparency in the government's administrative affairs and launched one-man rally in front of the Blue House, the Office of the President, to secure the freedom of information requesting to introduce a law of open meeting, which is already established in developed countries. The one-man rally, developed as a reaction to Article 11 of 'the prohibition law of assembly and demonstration,' was already proven legal. However, a PSPD coordinator was taken to the police station on 26 July 2001 from his one-man rally site. After then, the police have been obstructing the citizen's legal action. The PSPD tried eventually to convey "official questionnaire" to the President Kim according to legal procedure just to be blocked again with the police.

Regardless of illegal impediments provided from the government, PSPD announced to keep up the one-man rally in front of the Blue House for freedom of information.
