As a matter of fact, Fingerprinting Challengers (FC) don't have the vote 12.19 a presidential election. Because election law which without having photo Identification (I.D.) cards issued by government organs can't vote and Ministry of Government Administration and Home's disposal about Issuance of I.D. cards that have not fingerprinting prohibit because of administration procedural burdensomeness are combined, FC can vote, but the vote is impossible.
FC or Non Fingerprint Movement(NFM) are unfamiliar with people. Almost people think that how to catch criminals and how to identify men if don't fingerprinting. But FC don't think so. Here, Know why they are opposing the system and how to they live and is the system right.

The system looks at people as potential offenders
They have a lots of reasons. First they think the system look at people as potential offender. They think that Korea is the only nation which force fingerprinting all the men and take all the men's fingerprint in digital system and the other nations is taking fingerprint only offenders because fingerprinting can the violation of fundamental rights and privacy.

Neither justified or effective
Potential offenders? About fingerprinting = potential offender, someone can ask a question 'it's OK if do not sin and live' and for usefulness in return, Is so really? FC claim like as following again. Unlike that we know, fingerprint's weight that occupy in criminal investigation is not very big. About that maintaining the system, government and police claim that find the offenders and identify the bodies when big accidents happened, so maintaining. But take the all men's fingerprinting regard persons as offender to identify the offenders persons like offender is neither justification nor effectiveness. what is more, when big accidents happened it is not only way identify men throw the fingerprinting. If fingerprinting is only way identify men, how to identify the body the other nations?

But here irony. Someone can ask a question in return, even though fingerprint's weight that occupy in criminal investigation is lower than 1%, it is needed if it could play a roll importantly in criminal investigation and if fingerprint is not only way, if it could help a little when identify men it is needed. International dishonor?

FC say like following again. There was the NFM for Koreans residing in Japan. Withstand the Japan Government authorities, they did opposing movement over 10 years. In 1994 Japan Government authorities down the system that Koreans and Taiwaneses fingerprinting by result of effort, In 1999 all foreigners' fingerprinting are abolished. Of course, fingerprinting about Japanese did not receive entirely in Japan. Our nations cheered up Korean in Japan, our government protested officially .But that times, Government had took all people's fingerprint in korea. Because of that, Japan Government authorities attempted to oppress NFM for Koreans residing in Japan, there was the history that they was placed in difficult situation. If International dishonor. Whole nation fingerprint system does not know whether is dishonor that is international. Even, abolish fingerprinting about foreigners is international trend.

Against the Constitution
If nation take the all nations' blood forcibly to catch terrorists or offenders and take the hair to pick the gene information. This is cleary regard as against the Constitution because violate personal freedom and hurt human's dignity. Fingerprinting is same. Fingerprint is the important body information like blood and hair so pick at random in the country is possibility of counter-question

Control People
Their last insistence ( more reasons are existing but write about this much in this) is possibility of using system people control. They insist that system makes pledge one's loyalty to one's country by exposure one's all information, and that is using skillfully by do people control.

Recognized about insistence that oppose fingerprinting so far. Their main claim is this. The system violate basic right and is useless so oppose it. Besides they are limited many rights oppose fingerprint like conscientious military service challengers go to prison. Many people don't know well Non Fingerprint Movement. Their insistence can nonsense but it Is reasonable. More important thing is this. The country manage fingerprint. To form and preserve relation with another person at process that do life in society, it is really essential that give one's informations to the country. But We must consider once fingerprinting that is useless and give body important information to the country in information-oriented society. If we can recognize the danger common SF movies.

A minority

FC are having difficulty get a driver's licence and a passport but is limited the vote. When FC go driving license examination room to take a driving test, be refused the receive an application so they used to turn way because can't take a driving test without a resident card. It is possible take a driving test receive the substitution I.D. card but to get it, need resident card, must do fingerprinting to get it. FC can't go abroad because passport issuance does not allow. In getting a passport, request for ID card is fairly difficult .Extent of substitution I.D. card except resident card is very narrow. Out of this, prohibited rights are innumerably much.
