[AWN 121] Research on Foreign Trainees in Yangsan

The Yangsan Foreign Workers' House conducted a survey on foreign industrial trainees and their satisfaction with their working and living environments and also on companies in which they are trained.

The Yangsan Foreign Workers' House conducted a survey on foreign industrial trainees and their satisfaction with their working and living environments and also on companies in which they are trained.
The survey was carried out as a part of project of a Kyongnam province NGO and conducted in companies that are located in Yangsan, which have more than five trainees. A total of 58 companies and 100 foreign trainees responded to the survey. The number of industrial trainees in Yangsan is 1,016, who work in 123 companies, as of February 2001.

According to the survey report issued last December:

1. Motivation of implementing the foreign industrial trainee system
Difficulty of employment - 65%
Low wages - 25%
To implement trainees for night work is one other opinion.

2. Difficulty of managing a trainee
Communication problems - 31%
Concern about them leaving - 28%
Cultural differences - 25%
Relationship with Korean workers - 13%
Others - 4% (High frequency in rotation of labour, the difference in food tastes, etc.)
Overall, the biggest problem is the absence of language education beforehand.

3. Problems with the foreign industrial trainee system
It takes a long time for trainees to be allocated - 31%
The process of implementing the system is complicated - 29%
The absence of language education - 19%
Others * Abolition of the trainee test
* Extension of a trainee's working term
* Post-management companies do not manage trainees well.

4. Treatment of foreign trainees
There are no managers who can act as interpreters - 64%
*If there are, most of them only speak English, or they employ Chosunjok.

5. Experience of trainees leaving
79 percent of the total companies that participated in the survey experienced difficulties with trainees' leaving. If a company didn't have such an experience, it had only recently implemented the trainee system or has good working conditions and offers high wages.

6. Reasons trainees leave
To earn more money - 72%
High entry cost based on institutional problems -15%
It seems that companies overlook their responsibility and improvement in the treatment of trainees.

7. Measures taken when trainees leave
Moral treatment for trainee - 55%
Security of wage - 35%
10 percent of companies still withhold trainees' documents, such as identification cards.

8. Reform plan for the trainee system
The fundamental cause of trainees leaving should be eliminated by reducing entry costs and stabilising the supply of labour should be secured. - 40%
Education about Korean culture is needed - 33%
Specialized labour should be allocated by the company - 25%
Others * Extension of the training term is needed
* Contents and the degree of difficulty of the trainee test should be moderated
* Post-management companies are useless in the management of foreign trainees
