The present government restrained 286 persons under the National Security Law

In 1999, after two years of the Kim administration, there were 286 persons under restraint through the NSL.
"The NSL report of 1999" conducted by a lawyer group for a democratic society, democratic family committee, and Sarangbang group for human rights proves that violation of human rights through the use of NSL has not diminished.

Furthermore, this report ascertains that 261, section 7 of the NSL(about a group on familiar terms with the enemy) has been applied in the case of more than 90 percent of the restrained, which identified section 7 as a poisonous article.

For the first year of Kim's presidency the number of restrained persons had risen up to 413 persons, of which 92.3 percent was under section 7 ('President Kim's one year government, the NSL report').
The current report analyzed section 2 (about anti-national groups), subsection 3 of section 7 (about a group on familiar terms with the enemy) carefully, and concluded "as long as subsection 3 of section 7 maintains in any way, it is imperfect. "
