The headquarters of Hong-Ik Circle(HIC), the railway labor union from KUTC, was strongly opposed to the eastern ward of Ul-San city, headed by Mr. Young-Soon Lee and delivered the establishment bills to the Hong-Ik Stall Labor Union(HISLU). The bill applied 'the provisional disposition bill for discontinuance of the administrative disposal' to the district court in Ul-San city. In doing so, the argument for 'plural labor unions' of HISLU is expected to extend to the bar.
HIC asserted in 'the provisional disposition bill for discontinuance of the administrative disposal' that "the delivery of the establishment bills to HISLU is the illegal administrative disposal against existing labor laws, in that the workers of Hong-Ik Stall are the members of HIC, according to the covenant of the existing labor union, and 9 workers among 45 of Hong-Ik Stall are already taking part in HIC since the last January."

Moreover, the labor union of railway proclaimed in its last days that "The Gang-Seo ward of Seoul city even returned the labor union establishment bills on the legal ground in the last January, so the delivery of the labor union establishment bills by the eastern ward of Ul-San city is unquestionably in defiance of the legal process, and if the delivery of the labor union establishment bills will not be cancelled, we will be in unity against the chief of the eastern ward of Ul-San city at any cost, even the legal countermeasures against us."

On the other hand, the labor union of Hong-Ik Stall and the national labor union coalition of civil service industry, headed by Mr. Hyeung-Keun Kim, are also strongly opposed to the provisional disposition bill of the headquarters of HIC. HIC is taking steps to redistribute the workers of Hong-Ik Stall to individual service, which the HIC is not fundamentally opposed to.

Mr. Jae-Ho Kim, chief of education and propaganda department of the national labor union coalition, emphasized that "the headquarter of HIC is really doing things for the shake of the workers of Hong-Ik Stall, it should clearly express the position against the individual service measure taken by HIC." He furthermore stated, "During the last 27 years, even one of the workers of Hong-Ik Stall could not be entered into HIC, the entrance of 9 workers to HIC in this year just a inner intention that complicated the altercation for plural labor unions in itself, and it can be seen as the trick usually taken by the employers at best."

Meanwhile, KUTC, which International Labor Organization, made clear on the 9th day that "We will send this case of the prohibition articles of plural labor unions which is against the interest of laborers to ILO additionally." [This article is contributed by Mr. Tae-Sup Shim]
