Disclosure of Proxy Manipulation

A SNU student's Conscience Declaration and Examination required

The Association of Family for Practising Democratization, with two other human right groups and the student association of seoul national university or SNU held a press conference at 11:00 a.m. on June 22nd. In that conference, they disclosed that an agent of National Information Services or NIS, Lee Yang Su had forced Kang Sung Seok, a physical education student of SNU to develop the activities of proxy.

In the declaration of conscience, Mr, Kang said, "I spent over a month feeling a great deal of pain which couldn't be expressed such as despair, anguish, anger and hatred. I finally declared my conscience because I recognized that the true democracy can't be built without dismantling of the NIS in this country".

Hearing the declaration, the human rights organizations expressed indignation against the anti-human rights attitudes of NIS saying, "NIS's proxy operation destroyed a man's conscientious soul thoroughly and pushed him in the mire of anguish ". They also considered this case the same as the predecessor of NIS, the National Security Planning Agency's infringement on the human rights and its secret operations. They also demanded the thorough investigation of the truth and the punishment of the responsible men including Lee Yang Su.

About this issue, NIS said, " In fact, our agent has met Mr. Kang in relation to 'The Road to Save the Nation'(a journal concerned North Korea) but he never forced him to develop the activities of proxy. We consider Mr. Kang's declaration as the pursuit of blocking the investigation about his suspicion violating the national security law".

Against NIS's position, a lawyer Jang Ju Young said, "Though the agent talked with Mr. Kang because of their intimacy, A series of sequent talk might have Mr. Kang feel the suppression of the soul. So, in case that Mr. Kang's declaration is true, it correspond to the abuse of the official authority on the basis of the law of NIS".

Conference participants decided to take all actions for accusation about this issue until the authorities concerned take necessary measure. The student association of SNU plans to urge the necessary measurement not to repeat the similar case and to assure Mr. Kang's personal position through a talk with the president of SNU. It will cope with this case actively by means of building 'The Emergency Committee'.
