Background:

I created the first email system in Cambodia in 1994, and it is continuing operation under Open Forum.

What issues do you want to raise in the conference?

Cultural identity in national languages/scrips on the internet, and exclusion of email-only users from infromation and education on web sites.

What is the state of internet controling policy in your country, and the resistance to such state regulation?

There is no content control in Cambodia--but access is strongly "controlled" by high prices, which denies access to many people. There should be more ISPs which could compete freely to achieve lower prices (by now having a monopoly).

What urgent issues would you like to raise?

Allow countries with different (non-European) scripts to have their own system as the standard on the web. Don't go for the web where you can use email or a mailing list.

How do you think participants can continue international solidarity?

Keep a mailing list for participants in addition to the web. Web access is very expensive for some of us, and a mailing list is cheap.
